財政部股利所得委外稅改報告今（14）日出爐，攸關新政府未來租稅改革方向。根據目前已經曝光的研究報告，兩稅合一設算扣抵制將畫下句點，改採分離課稅，至於是以分級或部分免稅方式推動分離課稅，仍待財政部拍板。全國工業總會則要求內、外資一視同仁，採20%單一稅率分離課稅。

全國工業總會租稅委員會副召集人、南僑集團總裁陳進財質疑，政府極力招商引資，卻對在國內長期投資的本土企業採取不公平租稅，形同懲罰，他並駁斥外界批評，強調以20 %單一稅率分離課稅絕對不是向有錢人傾斜，而是為了國家整體經濟發展，一旦政府執意內外有別，將讓國內廠商心灰意冷。

此外，財政部長許虞哲多次透露，將拉近企業營利事業所得稅與個人綜合所得稅率差距，營所稅將從現行17%最高增加到20%。商總理事長賴正鎰相當不滿，批評民進黨是加稅政府，除了將遺產贈與稅率從10%調高到20%，又要拉高營所稅率，流失吸引資金來台的誘因與國際競爭力。

賴正鎰呼籲政府，應該思考擴大稅基方式把餅做大，只要吸引全球資金來台投資稅收自然增加，一昧加稅只會嚇跑國內企業。至於立委呼籲政府，將超徵稅收還稅於民，賴正鎰則認為不需要，關鍵在政府要妥善利用稅收，同時不要再加稅增加企業成本。
